MICHIGAN continues as the incentives state de jour, with 53 films approved to date, 45 applications currently under review, and 16 films either in production, in prep, or wrapped.  The state has just posted regulations for the incentive; CLICK to download a copy.

2008 Michigan Filming Incentives in a Nutshell
 
Must spend at least $50,000 in Michigan to be eligible.
 
*40% cash rebate, across the board on Michigan expeditures, with a spending threshold of $50,000
*We will add an extra 2% if the company films in one of the  103 Core Communities  in Michigan.
*Labor and Crew: 40%-42% Resident and Above the Line, 30% Non-resident Below the Line.
*There will also be a low interest loan program and an infrastructure tax credit program as well as a workforce development tax credit for hiring and training current MI crewmembers to a higher level.
*The only cap will be a maximum of $2 million salary per employee.
*There is no other cap and no sunset.

FIlm Incentive Application 
 
Application must include: estimated Michigan expenditures, project type, Michigan production days, local hires and more. The company must send a script/storyboard, insurance documents, the budget, any confidential information requirements and the application fee of $100. The project must commence filming within 90 days of approval.
 
This incentive became effective in April 2008. Please call or e-mail the Michigan Film Office for additional application information.

Michigan's legislature stepped up to the incentive plate and knocked home a financial incentive package that's "a first for Michigan," says an elated Janet Lockwood, Michigan Film Office director since 1992. "And I'm very positive about what it will do for filming in the state."
 _Introduced in late May, the incentive package was patterned after Louisiana's, "but it's not quite as extensive," she added.
 _As Lockwood explained the package, producers can get 1) the statewide 6% sales tax exemption - and along with that, in keeping with Michigan law, 2) a 6% use tax exemption, and 3) a 1.9% single business tax....................................................READ MORE
