WEST VIRGINIA has a new incentive -- a non-refundable, non-transferable income tax credit. The incentive is essentially a 27% tax credit on all direct production expenditures. By hiring West Virginia residents, it is possible to increase the total allowable credit by an additional 4%, bringing the maximum credit to 31%. Using this incentive requires forming a partnership with a local taxpayer who can make use of the credits; this is impractical. Revisions to the legislation are anticipated.

 This region is making a concerted effort to make it as easy as possible to do business there. Across the board, state-owned properties are fee-free, and the permitting processes are simple and inexpensive. Over the years, vendors and businesses have developed a program of discounted production services, such as lodging, equipment and vehicle rentals.
